Selling a sugar cane farm to the government

Sugar cane farms are the most frequently acquired farm type in KwaZulu-Natal's land reform programmes because they can be leased to emerging growers with mill support on day one. The state values a cane farm on its land, the age and condition of the ratoons, irrigation where present, and the mill supply arrangement. A cane farm sale to the state follows the standard eight stages, with three cane-specific additions. First, the mill supply agreement and the last five seasons' Recoverable Value statements are compiled at file stage because they prove productivity. Second, a ratoon age and variety map is prepared, usually from the grower's field records, because the valuer prices young and old ratoons differently. Third, haulage distance to the mill is documented, since it affects both the state's interest and the price. Rain-fed coastal cane in King Cetshwayo, iLembe, and Ugu moves fastest; irrigated cane in Zululand and uMkhanyakude is often a restitution route.

High. PLAS grower programmes near the Felixton, Amatikulu, Darnall, Gledhow, Sezela, and Umzimkulu mills actively seek productive cane units of 80 hectares and up, and restitution settlements often include cane land.

Does the state pay for standing cane?

The crop in the ground is valued with the land based on ratoon age and expected yield. Harvested cane before transfer is yours; we agree a cut-off in the sale agreement.

Will my mill quota transfer?

Mill supply arrangements normally continue with the new operator. We confirm with the mill before submission.

What extent is too small for the state?

Productive units from about 80 hectares are acquired, sometimes as part of a cluster of neighbouring farms.
